Patcher thread sitting on top. Bottom perfect?

The thread is sitting on top of leather etc with bobbin thread coming up although underside of the leather is stitching good? What and how should I adjust to correct the issue? I have tightened up the bobbin screw and cleaned the plate. Sods law stitching work is now building up for repair.

From experience this issue occurs when one of the top or bottom threads are loose ( in this case I think is top one) 

The top thread is loose or is not tight enough .. or the other way around , the thread in the bobbin is loose or very tight. 

You can amend the top thread by adjusting the screw as in the photo below.

But this would add more tention on the top thread, maybe have to reduce it from the tensioner, but I believe the problem is with the shuttle thread being too loose, 

however thread the machine correctly, adjust the tension and the problem should be resolved.

That thread should go round the little pole in front of the tension wheel

Also try bending the little plate on the side of the bobbin in a touch

First thing to check is that the bobbin thread is correctly threaded through the bobbin case tension spring, if that's ok then it's the top thread tension too tight, thus upper thread pulling bobbin thread up through leather that's why the botton thread looked perfect. bobbin thread tension should be preset (during a service) and no need to adjust, adjustment by upper thread tensioner in this case reduce top tension. In the case of the top thread looping underneath it's too low so the upper tension should be raised.

incidentally, we've closed our engraving business and I have now gone back to what I used to do 30 years ago....sewing machine servicing and repairs. Any one else want advice on patchers etc just ask.
