Doubt if it's welded, it looks like it's just riveted on, file the rivet heads a little and the back plate will prise off. Cut a key to the lock replace backplate. Ian platt Posted June 12, 2020 Report Share Posted June 12, 2020 Impression a key for these start with correct pipe size then file height then width so it starts to turn then file to suit normally quite easy.
