The C cut is 2323 (we call it the last cut not the 'top' ) as that's a key cut on factory settings, but the photo is so poor it could be 1212. If it was cut on a Triax the C cut would look different but still work - I've had Silca in my office today and requested for the 3rd time with Yale's blessing to modify the 'lay' position on the C cut from 1 to 2 as the factory cut keys use 2 and it reduces the aggressive angles for the snake pins.
