Mick Friend
The main problem with the fire regulations is interpretation. Each Fire Authority and each enforcing power will have their own view on various aspect of the law. The only way to find out is to contact the local fire authority - Please do not listen to barrack room fire officers. I spent the last 10 years of my Fire Service career making out sworn statements to magistrates and to coroners about infringement of fire regulations. I have been retired over 10 years so things will have marched on, but in my time a single storey building with two exits it would be unlikely to ask for an alarm system to be fitted a hand gong would be ok. I would even say the .gov website is an overview only the local fire officer can answer the local question - Who was the guy from the council, did he have an ID card or was he/is he a salesman...... Gray
I agree with Mick, contact your local fire officer, he will advise your mate accordingly. I have a fire alarm fitted but only because I am part of a block of units. At the very least he should fit a smoke alarm anyway. ( I suspected you were an ex fellow firefighter Mick )
