exp121260
Firstly , clean both parts & remove all the residue. Then if the sole is made of Plastic /PVC use BOSTIK PA5050E PVC ADHESIVE ( or similar adhesive) Or, if the sole made of rubber material, use BOSTIK 6092 NEOPRENE ADHESIVE ( or similar adhesive)

Treat with a suitable primer and use a PVC adhesive. Or as I suspect you are not a shoe repairer take it in to your local cobbler and get it done properly. And keep the likes of us going.
