Firstly , clean both parts & remove all the residue.

Then if the sole is made of Plastic /PVC use BOSTIK PA5050E PVC ADHESIVE ( or similar adhesive)

 Or,  if the sole made of rubber material, use BOSTIK 6092 NEOPRENE ADHESIVE ( or similar adhesive)

Or if the sole is thermoplastic rubber. Treat with a suitable primer and use a PVC adhesive. Or as I suspect you are not a shoe repairer take it in to your local cobbler and get it done properly. And keep the likes of us going. Once we are gone we are gone. Use us or lose us.
