Possible to cut a key for bike pannier?

Morning chaps 

Had a customer bring in a motor bike pannier without a key, I've found a key that will fit in, there's a number stamped on the lock(199)

The key that fits is a JMA CSB2D

Would it be possible to cut a key to this code, do you think it would work and can anyone do this for me please? 

I've posted a few pics of each...

If that's a GIVI top box then the blank will be definitely be LF12, as Tel says.

I can also send one if required.

For future reference (on GIVI only), if it has a red dust flap then it's REN1r for the blank. If it has a smaller half moon shape around the keyway then it's usually EU5R. All the codes are in Instacode if needed to cut to code.
