some after market keys are available that once you decode the shutter you insert the magnets into the head correctly,

as far as I know Honda does not sell set up shutter keys, but they will sell you a new shutter & ignition assembly,

if the owner is not concerned you or they can remove the shutter part or the whole shutter assembly and us a regular metal blank,

also could buy magnets of proper size and strength and make a shutter tool, there are articles and videos on line,

Hi,

I know it’s an old post but I’m new to this so doing some research. 
With these style of keys I’ve never seen them with anything stamped on them. 
Some customers have the tag with a code stamped on it but never been able to get biting for it from Instacode. 
Example P173

Most of these I can read by eye but just following up of the tag side of things.

Year, Make Model ?

Only Honda Cycle P I see  are 

P001 - P100 = Silca HON72P

P followed by 2 digits 00 -99 = Silca HON63FP

and JMA HD109, there were 2 different blanks, ( early ) short shoulder to  tip and (later) longer shoulder to tip
