Tool box locks ya4? 974 and 954

I'm trying to cut to code some keys that will work on these locks. I'm pretty sure YA4 is the correct key. 

I've cut a couple using the only card I can find on the futura with a number that high. Both keys wont work. Would anyone have any suggestions on alternatives? Thanks

Look at the wafer drops and enter cuts manually. It’s easy after you have done a few. The more the wafer drops the deeper the cut. Use a straight pin pick or broken pick to lift them up then let them drop. A little lubrication before you start helps.
