The boots are old school RM's . They don't make them like that any more. That boot construction is what made the RM reputation but alas things went down hill after Louis Vitton bought them and the quality has not improved since they sold out to Twiggy Forrest . If you compare the old with the new both sole and heel rubbers are of a different material . I replace RM heels and soles with a "like " material of a different brand . I don't even know if we can still get the original sole material here in Australia anymore . It is thicker than what RM does today and an adjustment was necessary to the outsole stitcher if i remember correctly . I have seen a boot with what i believe is the exact or very close to the material you are after . The boot in question is a Loake Bedale 1880 brogue . Maybe Loake can help you out with some heels . I just happen to have an old school pair of RM's and a pair of new Loake Bedale in front of me and on comparison they are both the same thinkness and density . The heel rubber on the New RM's has a softer density but will do the job . The brand i use as replacements are called Patfield and another with a Canadian maple leaf as the logo. Give them a rough and use 5 nails for security. As for glue your run of the mill yellow contact cement works fine or renia colle de colone if you have it . I probably repair about a 1000 RM's per year, Usually 4 or 5 a day and i live with the constant fear of getting pairs mixed up so i tie them together with a cord through the loops so i don't get them mixed up . To be perfectly honest i don't rate the new ones very highly . Just not worth the $750 AU they go for here . You can get more bang for your buck with other brands . There is another Australian brand called Rossi which sell for under $500 that are made with the same material as the old RM's that are much better value. They are exactly the same style and same last and have been around longer than RM but some how RM's are king . Clever marketing i guess .
